The Overview

An Australian payroll technology company set out to solve one of the most complex payroll challenges in the world - modern award interpretation and compliance.

Payroll professionals across Australia must interpret hundreds of pages of industrial awards, enterprise agreements, and legal updates from Fair Work. Each business was effectively running its own version of compliance - manually interpreting legal text, documenting assumptions in spreadsheets, and hoping consistency held.

This fragmented process led to high compliance costs, operational inefficiencies, and reputational risk as wage underpayment cases rose nationally. The company’s mission was to build a single, secure SaaS platform that could unify interpretation, reduce ambiguity, and make compliance transparent, auditable, and defensible.

The Challenge

Modern award compliance is an operational minefield. There was no standardized method for documenting or verifying how pay conditions were interpreted. Consultants and in-house teams were wasting hours each week cross-referencing dense legal documents, often reaching conflicting conclusions on the same clause.

The lack of a single source of truth led to inconsistent system configurations, audit failures, and escalating risk under new wage theft laws. Businesses needed a way to clearly demonstrate not only that they paid correctly, but that they had taken reasonable steps to interpret the law consistently.

On the vendor side, community service providers (freelancers, designers, and contractors) had no structured platform to showcase their offerings or manage client relationships.

The problem was as much about governance as it was about technology -compliance knowledge existed only in people’s heads, scattered across documents, and vanished every time an experienced payroll professional left the organization.

Our engagement began with deep discovery into how payroll professionals read, interpret, and apply industrial law in practice. The goal wasn’t to automate compliance -it was to make it explainable.

We worked closely with legal and payroll consultants to design a visual mapping system that could turn legal text into conditional logic -something that both humans and systems could understand. The approach led to the creation of a structured “compliance flow” model: an interactive, rule-based diagram built on a Given→When→Then logic framework.

These visual flows became the product’s foundation - a universal payroll language designed for clarity, auditability, and cross-functional alignment. To make it actionable, we introduced AI assistance grounded to these flows, allowing users to query entitlements and award clauses in plain English, backed by traceable reasoning and citations.

Alongside design and engineering, we developed governance workflows that allowed legal, HR, and payroll teams to align their interpretations before implementation, creating a living record of organizational intent - something that could stand as evidence in audits or tribunals.

The Solution

The result was a secure, cloud-hosted SaaS platform that turned industrial awards and enterprise agreements into interactive, visual compliance frameworks.

The system combined a visual builder for award interpretation, an AI-powered query interface for real-time assistance, and an enterprise-grade governance layer with audit trails, version control, and change history. Users could document how each pay rule was applied, track revisions over time, and share approved logic with implementation partners, auditors, or regulators.

The AI assistant was engineered to interpret natural language queries like “When does overtime start for a level 2 shift worker?” or “What are the redundancy entitlements for a 5-year employee under this agreement?” It returned structured answers grounded in the organization’s defined logic, ensuring transparency and reliability.

The platform was hosted in Australian cloud infrastructure to maintain data sovereignty, with full encryption, compliance alignment, and operational resilience.

The Results

The platform became a cornerstone for payroll assurance among multiple enterprise clients and consulting firms.
